During the Civil War, how many states where slavery was legal remained in the Union?



Four. Maryland, Delaware, Kentucky and Missouri -- all slave states -- did not secede, although Kentucky and Missouri are represented by stars on the Confederate flag. Information PLease Almanac.

. . . which is why the Emancipation Proclamation only freed the slaves in states that were in rebellion, and not in states loyal to Washington.
