I don't think fandom_scruples has a leg to stand on. In their own journal they write that the COPA applies to materials distributed for commercial purposes; fanfic writers don't make a dime off their efforts.
I cannot understand why such people get a bee in their bonnet about such things. Don't they realize that by making a "blacklist" that they've just provided a list of all the really juicy sites to kids? :P
