Surprisingly, she addresses that in her quotes in the article. She says that it's the fault of men that women have to vote, participate in the legislature and hold jobs. It's required of women because men don't do their job in protecting and taking care of women. Apparently.
On the irony front, if it were being considered today 1: she wouldn't be able to vote against it, and 2: I'll wager she'd be for it. One of those things one doesn't cherish, unless one doesn't have it.
I find it intersting the pictures used to show the participation in the elections in Iraq were almost always of women (who were allowed to vote, just like men, under Hussein).
On the other hand, this is one of those things it would require a huge majority of women to be in favor of to get repealed. I'd kind of like to see them try.
