Wait. . . the sport that has a division for women has declined, while the sport that doesn't has increased, and that's Title IX's fault?

That's an easy stone to throw, but even if there is a correlation between the changes in wrestling programs and football programs I can see easily where the limitations imposed by artificial proportions do still drive those kinds of problems. Title IX has done orders of magnitude more good than it creates problems, but it isn't a perfect solution, and while it's not yet the time to completely throw it away (I think the natural forces involved aren't yet balanced and stable), is this not the mechanism that revision and eventual removal are addressed?
