*Graduate students* representing their discipline and their institution abroad should definitely know better. Has someone notified their institution yet? There should really be academic discipline as well as whatever happens to them in the Spanish judicial system. Universities sometimes respond badly if they find out indirectly (such as from the press) that their students have been behaving badly overseas, and appreciate getting a heads-up directly.
Good theory. I hope that doesn't make you or the other NASA people want to protect them from consequences at home, though. Even a big Canadian university with a very small dose of in loco parentis would be concerned about the effects on their reputation, and would want to make sure that their other students see that troublemakers abroad also get in academic hot water.
